Australia has some of the world's best surf and some of its most significant shark populations. Most surfers know the risks exist. Fewer have a clear, evidence-based picture of what those risks actually look like, and what practical steps genuinely reduce them.

Understand the Risk in Context
The International Shark Attack File recorded 65 unprovoked shark bites globally in 2025, with 12 fatalities, higher than the decade average. Australia accounted for a significant portion of those fatalities. That number represents millions upon millions of surf sessions globally each year. The statistical risk for any individual session is genuinely very low.
None of which means the risk is zero, or that nothing can be done to reduce it further. Risk management is not about fear, it is about making informed decisions.
Know Your Species
In Australian waters, three species account for the overwhelming majority of serious and fatal incidents: white sharks (Carcharodon carcharias), tiger sharks (Galeocerdo cuvier), and bull sharks (Carcharhinus leucas). Each has different habitat preferences, behavioural patterns, and distributions.
White sharks dominate serious incidents along the southern and eastern coastline, from South Australia through Victoria, Tasmania, and up the NSW coast. They are more active in cooler months in southern waters, with juvenile and subadult sharks in particular spending time in nearshore habitats. A 2025 genomic study found fewer than 500 breeding white sharks across the entire eastern and southern Australian coastline, a much smaller population than previously estimated.
Tiger sharks are distributed more broadly, particularly through northern and subtropical waters including Queensland, the Northern Territory, and Western Australia. They are highly opportunistic and among the least selective feeders of any large shark species.
Bull sharks occupy estuaries, river mouths, and turbid coastal waters throughout subtropical and tropical Australia. Their preference for the murky, nutrient-rich shallows where rivers meet the ocean makes certain surf breaks, particularly near river mouths following heavy rainfall, disproportionately higher risk environments.
Timing: When Sharks Are Most Active
Shark activity peaks during crepuscular periods, the windows around sunrise and sunset. This pattern holds across multiple species and has been confirmed by acoustic telemetry studies tracking coastal shark movement. During these windows, sharks are actively hunting and their electroreceptive and olfactory senses are compensating for reduced visibility.
The practical implication is not that you should never surf at dawn, for most Australian surfers, first light is the best part of the day. It is that solo dawn sessions in known shark habitat carry an objectively higher ambient risk than a mid-morning session at a patrolled beach, and decisions should be made accordingly.
Locations and Environmental Conditions
Certain environments carry elevated risk regardless of time of day. These include:
Areas near river mouths, particularly within 72 hours of significant rainfall. Runoff increases turbidity, concentrates bait fish, and is strongly associated with elevated bull shark and juvenile white shark activity in NSW coastal studies.
Rocky headlands and drop-offs adjacent to deep water. These features act as highway junctions for sharks moving between offshore and inshore environments. White sharks in particular are frequently detected at these transition zones.
Proximity to marine mammal colonies. White sharks prey extensively on pinnipeds, fur seals and sea lions in particular, and will actively patrol areas adjacent to colonies. Surfing near seal rocks at dawn is a risk decision that deserves explicit acknowledgement.
Murky or post-storm water. Reduced visibility alters the sensory balance sharks use to identify prey, making investigatory contact more likely. Clear water allows a shark to identify a human correctly before making contact.
Understanding Shark Behaviour at the Break
Most sharks encountered in the surf zone are not behaving predatorially. They are there for the same reasons other marine life is, baitfish, shelter, thermal gradients. An encounter does not imply imminent attack.
Signs that warrant exiting the water calmly include: repeated close passes by the same animal, a shark exhibiting stiff-bodied swimming or dropping its pectoral fins (agonistic display), or the presence of baitfish activity being driven to the surface by a predator working from below. A single distant sighting of a small shark passing through is a very different situation.
If a shark approaches directly: face it, maintain eye contact, avoid sudden movements or frantic splashing, and move toward the nearest exit, a reef, your board, another surfer, to reduce the surface area you present.
The Layered Approach to Safety
No single measure eliminates shark bite risk. The framework that works is layered:
Awareness: understand the environment, the species present, and the conditions before paddling out.
Behavioural: avoid high-risk windows and locations where the risk-benefit calculation does not add up.
Deterrent technology: electrical deterrents have peer-reviewed evidence of reducing bite rates in test conditions and are a practical addition for regular surfers in high-risk areas.
Protective equipment: a bite-resistant wetsuit does not prevent a bite but is the only independently tested personal technology that demonstrably reduces injury severity from one.
Surf with others: solo sessions in remote locations remove the possibility of the rapid first aid response that saves lives in the minutes after an incident.
